## Quick answer

Filing itself is cheap; the certificate behind it is not. CPSC's Product Registry is free. CPSC's rule estimated broker fees at about $0.77 per certificate filing (assuming a $25 maximum per entry) and a first-year cost of $1,104 per small importer. Preparation software and services with published prices run from $39 per filing (Tiana) and $79 a month (EntryProof) to $750–$3,000 a month (CertEvidence). The largest cost is usually testing and certification, which predates eFiling.

## CPSC's own estimate

The final rule's small-business analysis estimated an average first-year cost of $1,104 per small importer ($1,137 for non-children's, $1,099 for children's products), $272.18 million across all 246,438 small importers. It assumed each certificate generates 23.7 filings a year, 20.7 of them with a broker fee. These are CPSC's estimates made before the rule took effect.</p>

## The cost nobody quotes

The expensive part is keeping certificate data true as products change: a new factory, a new paint supplier, an expired test report. Each is a material change that needs a new certificate version. That is the work a monthly plan covers.</p>
